Committee recommends Raymond Lozano for Detroit Land Bank Authority after interview

The Internal Operations Standing Committee reviewed and recommended approval of Mayor-submitted Raymond Lozano for the Detroit Land Bank Authority after an interview highlighting community experience and a pledge to prioritize Detroit residents.

"My name is Raymond Lozano. I'm the executive director of Mexicantown Community Development Corporation in Southwest Detroit," Lozano told the committee, describing a long history of community work and service. He said his experience working with nonprofit and municipal stakeholders, and at DTE Energy during his career, had prepared him to represent neighborhood interests on the land bank.

When Council members asked what he would bring to the authority, Lozano said he would focus on the land bank’s core mission: “to make sure that we continue to get rid of blight and the others to make sure that properties and structures are sold to Detroiters.” He added he had heard concerns that the mandate was not always followed and said he would be mindful to prevent that from happening.

Committee members also pressed him on communication with council. The chair told Lozano the board would welcome regular outreach: “We would love to hear from you… Communicate with us.” Lozano said he understood and agreed.

Lozano noted public-sector experience beyond community development: he said he chairs the Wayne County Brownfield Authority and spent years working with DTE Energy and veterans’ organizations. After the interview, the committee voted to recommend approval and send the appointment to formal session for final confirmation.
