Committee moves contracting review, My Tri Share and parking talks to executive session

Three motions to send distinct, non-public items to executive session were made and approved during the HR budget hearing.

Council Member Denzel McCampbell moved that the committee go into executive session to discuss contracting services that could be brought in-house; the chair asked for objections and, "seeing none, that action shall be taken." The motion was raised after discussion of outsourcing versus building internal capacity for skilled trades and other ongoing services.

Council Member Angela Whitts O'Callaway moved that the committee go into executive session to discuss the My Tri Share program. O'Callaway said the program has worked in other municipalities and asked the committee to invest to make it successful; she also raised audit concerns about prior payroll transactions. Director Starr disputed the 29% 'errors' characterization and offered to provide detailed audit follow-up.

Council Member Leticia Johnson moved to add the parking situation to the executive-session list to allow a more detailed review of options for nearby employee parking, including use of Fort Underground and other municipal lots. The chair again called for objections and none were raised. Committee minutes record that each action was taken without objection; no roll-call votes or formal tallies were recorded in the public hearing transcript.

Outcome: All three motions were accepted and the subjects were placed on the committee’s executive-session agenda. Because these items were sent to closed session, the public transcript contains only the motions and the procedural outcome recorded by the chair.
