Representative Gavain presented House Bill 621, which would require municipalities to report the number of sworn, APO‑certified officers they employ and would make agencies ineligible for certain Alabama Department of Economic and Community Affairs (ADECA) funding until they meet compliance conditions.
Gavain said the measure aims to produce consistent, public reporting of sworn officer counts so funding and support can be allocated where departments fall short. "It is very important for public safety to ensure that we have enough APO certified officers and it's also important for municipalities not to attempt to fudge or fail to turn that information in so we can better provide for the human safety of all residents," Gavain said.
Committee members asked whether making counts public on an agency website could create safety risks or deter business location decisions. Gavain and supporters said criminals generally know local staffing levels and that public reporting supports transparency and can be used to direct federal funds or grants where shortfalls exist. The committee adopted technical and County Commissioners Association amendments and gave the bill a favorable report as amended.
