Rules committee clarifies mandatory ethics training for city officials

The Rules Committee voted April 6 to send ordinance 26-15 to the full Newark City Council after agreeing to remove outdated transitional language and clarify the timing of required ethics training for elected and appointed officials.
Rules Committee chair (S5) explained ordinance 26-15 would amend section 218.02 of the codified ordinances to eliminate a provision that required training "within six months of adoption" of the original ordinance (from 2018) and to remove a separate one-time-in-a-four-year-term requirement. The amendment would state that officials must complete one hour of public-ethics training within six months of appointment or swearing-in and then at least once every two years thereafter.
After a motion and second, the committee voted (recorded as "yay") to forward the clarified ordinance to the full council.
