Purchasing agent Chip Volker told the board the police department submitted a requisition naming Copsicle Ice Cream Truck Company and provided a sole‑source justification asserting the vehicle is “unique” and that “there’s no competitive products... available from any other source.” The total quoted cost is $36,950, and the purchasing agent said the purchase will be funded from a cannabis funding source.
The police chief moved to accept the sole‑source bid; the motion was seconded and the board voted to approve the purchase. Chip Volker noted the purchase will be processed as a purchase order.
