House recognizes Transgender Day of Visibility as Representative Neal shares personal testimony; resolution passes

Dover, Del. — The Delaware House on March 25 adopted House Concurrent Resolution 106, recognizing March 31 as Transgender Day of Visibility and spotlighting the experiences of transgender Delawareans.

Representative Neal delivered a personal address before the chamber, saying she brought her children’s experiences into the debate and urging colleagues to treat transgender people with compassion. “When you see me, you see a mother just asking that the world I chose to bring my children into to be kind,” Representative Neal said.

Neal framed the resolution with statistics and concerns she said show the stakes for the community: she told members there are “about 1,600,000 adults in the United States” who are transgender, asserted transgender people face higher rates of violent crime and that “81 percent have seriously considered suicide due to stigma and discrimination,” and said “as of this year, 2026, 740 pieces of anti‑trans legislation has been introduced … and 22 have passed.” Those figures were presented by Neal as context for why the resolution matters to Delaware residents.

Neal introduced guests from local advocacy groups, including members of PFLAG and Delaware Pride, and described the day as an opportunity to recognize contributions and to call attention to discrimination the community faces. Representative Griffith and Representative Wip Spiegelman offered brief remarks of support following Neal’s address.

The chief clerk read the resolution’s title and sponsors; the chamber adopted HCR106 by voice vote.

The House recessed at the end of the session and is scheduled to reconvene at 2 p.m. Thursday, March 26.
