Dover, Del. — The House Judiciary Committee discussed House Bill 179 on March 25, a proposal to update Delaware’s sentencing guidelines and create an executive director position for the Sentencing and Accountability Commission (Centek) to collect data and support guideline updates.
The chair described long‑standing work by courts, the Department of Justice and the Office of Defense Services to bring the sentencing guide up to date and said the bill would provide staffing and a data function to modernize the bench book. Committee members and witnesses noted Delaware’s fragmented data systems and said a dedicated executive director could help collect and analyze information needed to assess whether sentencing achieves its goals of accountability and reduced recidivism.
Witnesses said the commission’s membership was being calibrated to include prosecution, defense and the courts as voting members while inviting input from corrections and other agencies. Committee members asked questions about where data would come from and how agencies would coordinate; witnesses emphasized the commission would solicit interagency input and that the voting membership was intentionally focused to allow the commission to work efficiently.
No formal committee vote on HB 179 was recorded during this session; members expressed support for improved data collection and for giving the commission the staff resources needed to maintain and update sentencing guidance.
