Dover, Del. — The House Judiciary Committee on March 25 released House Bill 303, a cleanup measure to align statutory references so juvenile probation and parole officers in the serious juvenile offender unit are included under the Police Officers' and Firefighters' Employment Relations Act and receive equitable pension treatment.
Renee Ciccone, identified in committee testimony as the YRS director, and witnesses from the Fraternal Order of Police said the bill corrects an omission in code and does not expand officer authority. Christine Kent, president of the Fraternal Order of Police in Delaware, said the act "properly restores that alignment" and ensures parity for officers who carry firearms, execute warrants and supervise high‑risk youth.
Committee members asked procedural questions about whether the change would place officers under collective bargaining if they choose to join a union; witnesses said the measure allows officers to seek representation and enter collective bargaining consistent with the statute.
A push‑and‑release motion was made by Representative Bush and recorded by roll call; committee members voted in favor and the committee released the bill to proceed toward the floor.
