Oviedo council approves social media tagging policy, modular vehicle barriers and other measures; appoints arts board member

The Oviedo City Council on April 6 adopted a package of administrative and operational items, including a revised social media tagging policy, equipment purchase and an appointment to the Public Arts Board.
Tagging and social media policy: Council amended proposed communications guidelines to add language that tagging of sponsors and partners "should be done as fairly and equitably as possible" and then adopted Resolution No. 47006. Council discussion focused on objective criteria for tagging (for example, sponsorship thresholds) and whether tagging should be mandatory or discretionary; the adopted change emphasizes fairness in practice.
Public safety equipment: Council approved Resolution No. 4708‑26 to purchase a 72‑unit modular vehicle barrier system intended to replace heavy borrowed barriers. Staff and the police chief said the trailer‑mounted system is lighter, easier to transport and can shorten deployment time and reduce labor and fuel costs; the Police Foundation contributed $25,000 toward the purchase.
Procedures and rules: Council considered amendments to the order of business and rules of procedure (Resolution No. 4713‑26). Debate concentrated on whether town‑hall or off‑site meetings should be limited by the new rules; the resolution passed 3–2, with two members voting nay.
Board appointment: Council filled a vacancy on the Public Arts Board after hearing brief remarks from several applicants and appointed Donna Evans to the board. Staff noted three nonresident applicants had been omitted from materials in error; council proceeded with selections from the candidates present and encouraged all interested applicants to continue participating in board meetings as members of the public.
Other votes: The consent agenda (remaining items) was approved earlier in the meeting, and council scheduled public hearings for two ordinances (Ordinance Nos. 17‑63 and 17‑64) for April 20, 2026.
