Staff and the project manager, who said the design is 100 percent complete, described the work as an access‑management and safety project that will bring a center median, improved drainage, lighting where none exists, and an 8‑foot sidewalk on one side. "Please. We are at a 100% design. We're ready to go," the project representative told council, noting DOT final approvals and included contingencies and construction engineering inspection (CEI) costs in the estimate.
Staff said the project is a safety priority identified in the city's Vision Zero and MetroPlan studies; council members acknowledged that residents may be unhappy about reduced speeds but emphasized the safety benefits and the need for final design and bid results before the city commits to total construction costs. The Council voted to adopt the resolution authorizing project acceptance and next steps.
