Frozen sprinkler damaged Scotland Elementary foyer and cafeteria; repairs expected, budget details to follow

Superintendent Valerie Bruneau told the Scotland Board of Education on Jan. 7 that a frozen sprinkler head on Dec. 23 caused flooding that damaged drywall in the front foyer, hallway and the cafeteria floor, and that carpets in the foyer, main office and administrative offices require replacement. Bruneau said one box in the alarm system also needs replacement. She stated insurance is expected to cover repairs subject to a $2,500 deductible and that work should be complete in roughly three weeks.
Bruneau said the district will work with Impact Fire to develop a more comprehensive inspection plan for sprinkler heads. The board was also briefed that roof inspection work identified additional patchwork needed in the PreK area and that quotes are pending. The superintendent said the Connecticut Association of Boards of Education (CABE) is nearing completion of a first-phase policy review and that the fiscal audit is in a final draft stage with a recommendation to ask the Board of Selectmen to place any excess surplus into a 2% BOE non‑lapsing account.
Principal Ann Knowles reported on enrollment and instruction: 88 students are enrolled on site (96 when including one outplacement and seven STEM placements). Seventeen sixth-graders will matriculate to Parish Hill. Teachers are conducting mid‑year assessments in advance of a January 17 professional development session where a proposed new math curriculum will be discussed. Special education staff reported a census of 20 students (one outplacement, four referrals in process, six 504 plans) and ongoing case‑management planning for transitions to Parish Hill.
The board did not take formal action on repair contracts or the draft budget at the meeting; staff indicated a draft budget will be presented at the next meeting when definitive PreK and kindergarten numbers are available. The finance manager is expected to confirm several line items (including charges related to CABE and EASTCONN services) in advance of that discussion.
