Council approves compliance renewals for multiple tax abatements

The Washington County Council voted to approve compliance renewals for several active tax abatements after staff and Growth Partnership reviewers reported the applicants were in substantial compliance with the terms of their previously approved abatements.
The entities reported as in substantial compliance included Sullivan Concrete (real estate abatement, TA2024-8), Orange County REMC (fiber abatement, TA9-2018), Telemedia Solutions (fiber, TA2021) and multiple filings by Jackson County REMC tied to backbone fiber projects. Council staff described the filings as annual compliance forms that show actual employment and salary numbers compared with the estimates used when the abatements were first granted.
A Growth Partnership representative told the council that the agency reviewed the filings and believes the applicants met the required findings for the economic revitalization area. The council president asked for a single motion to approve the renewals; council members moved and seconded the measure and the president announced the motion passed by voice/hand vote.
Council members and staff noted that abatements are assessed against several findings — including expected job creation, wages and broader community benefits — and that there is a procedure in the county code to reevaluate abatements that fail to meet those findings. No abatements were reported as out of compliance at this meeting.
