VSO outlines veteran-housing bills and flags VA rule change

Greg, the county Veterans Service Officer, told the Human Services Board on Feb. 26 that local efforts with housing action teams are focused on preventing veteran homelessness and supporting transitions to stable housing.
Greg briefed the board on state legislation he’s monitoring, including a bill he referred to as ‘‘Senate Bill 387’’ intended to allow veteran designation on driver’s licenses for some National Guard or reserve service members. He also identified two Assembly measures: one to appropriate money for Veterans Housing and Recovery and another authorizing the required state match.
Greg also raised a federal concern: the Veterans Administration had issued an interim rule without a prior comment period that would allow a reduction in benefit ratings when a condition improves with medication or treatment. ‘‘The federal VA had put out a new rule, interim rule, without comment period,’’ Greg said, and staff reported that public feedback prompted the VA to pause plans to enforce the reduction immediately; the rule remains on the docket.
Greg highlighted that these federal and state discussions have budget implications—both for claims processing and for local services that help veterans access benefits and treatment. He also reported ongoing internal work such as training on a new timekeeping system and a monthly financial review with no immediate fiscal shortfalls identified.
The board took no legislative position at the meeting but asked to keep monitoring state bills and the VA rule, and Greg said he will report updates to the committee when available.
