City Public Works Director Jenna Hahn reported to council that a feasibility assessment for 104th Avenue at Reunion Parkway found the intersection does not meet engineering and crash thresholds necessary for a red‑light camera. After examining crash history, enforcement and engineering factors, staff concluded a pedestrian refuge island would be the most effective near‑term safety measure. The refuge would shorten crossing distances, provide a protected midpoint and include ADA upgrades.
Hahn recommended packaging the 104th & Reunion work with two other intersection projects to bid them together as a three‑intersection package for 2026, using existing department fund balances designated for pedestrian safety. Staff indicated the project is currently unfunded but could proceed this year using departmental balances; design, bidding and construction would target fall 2026 implementation. Council members asked about countdown pedestrian signage and timing; staff confirmed such upgrades are part of potential pedestrian enhancements.
The council indicated general support for the packaged approach and asked staff to proceed with design and bidding steps and to return with any funding adjustments required.
