Summary
Trustees previewed a service agreement with TCIS (1882 framework) for three campuses and heard administration say Region 1 will advise, campus staff would remain AISD employees, and the partnership would require autonomy and agency approval beginning March 31.
Trustees previewed agenda item 5.3, a proposed service agreement with TCIS under an 1882 partnership model for three campuses (Dobie, Burnet and Webb).
"Region 1 is an advising partner to TCIS. They are not the operator," a district representative said, stressing Region 1's role in advising turnaround efforts and the need for autonomy by the partner to operate effectively. The presenter added that if the partnership proceeds, campus staff would remain Austin ISD employees even if the partner operates the campuses. (presentation by district administration.)
Trustees asked how autonomy, timelines and accountability would work and what would happen if the partnership failed to deliver results. Administration responded that the arrangement is designed to provide additional resources and speed in implementing turnaround work, that Region 1 will advise, and that the Texas agency review process would begin March 31. Administration said adjustments would be made if the agency requested improvements during review.
The district encouraged stakeholders to consult online materials about repurposing and partner agreements and said staff had held community meetings; trustees were told additional public updates would be available before any formal board action.
Next steps: the board will consider the service agreement at the upcoming voting meeting (March 26) after agency review and additional stakeholder engagement.
