Albia City Council adopts two ordinances, schedules alley hearing, approves property bid advertising and equipment purchase

The Albia City Council on Monday, Oct. 2, 2023 approved a series of routine and substantive actions, including two ordinances, a property sale process and several administrative items.
Council members approved Ordinance No. 907 on a 6-0 vote to prohibit parking on the east side of North A Street from Highway 5 to H Avenue West after a motion by Yarkosky and a second by Merle Regenold. The council also approved what the minutes record as Ordinance No. 908 to close, vacate and dispose of an alley (Lot 3, Subdivisions 4–7) after a motion by Yarkosky and a second by Kathy Mobley; that motion carried 4-2 with Regenold and Don Benson recorded as voting no.
Separately, the council voted to set a public hearing on the alley disposal for Oct. 16, 2023 at 6:00 p.m. (Williams moved; Yarkosky seconded; motion carried 5-1 with Regenold voting no). The meeting minutes record both the adoption vote on Ordinance No. 908 and a subsequent motion to schedule a public hearing; the minutes do not explain the apparent duplication, so the council’s official record shows both actions on Oct. 2.
On city property matters, the council approved advertising and accepting sealed bids for the property at 422 South Main Street with a minimum bid of $2,500 (motion by Brandon Williams, seconded by Yarkosky; carried 6-0). The council also deferred action on lighting repairs for the tennis courts and historic lampposts while requesting additional cost estimates from Street Commissioner Scott Reed (defer motion carried 6-0).
Council members approved the purchase of a replacement end loader, an item previously included in the budget (motion by Williams; second Yarkosky; carried 6-0). They also authorized advertising for bids to replace the city’s web design and maintenance contract, which expires in December; submissions were set to be due in November (Yarkosky moved; Mobley seconded; carried 6-0).
On code and fee matters, the council added a reinspection fee of $37.50 for rental property reinspections to Section 88.03 of Chapter 88 of the municipal code after a motion by Williams and second by Scott Kelly; the motion carried 6-0.
The meeting minutes also record routine procedural approvals: the consent agenda (including an animal control claim for $210 and discussion of a sewer construction report) was approved on a 6-0 vote after a motion by Kathy Mobley and second by Scott Kelly.
Council comments toward the end of the meeting included citizen questions relayed by Don Benson about police cars being taken home, a request from Yarkosky for a report on rental inspections completed and a request from the Albia Chamber/Main Street to appear on a future agenda. City Clerk Linda Heller said she would notify the council in advance if she intends to retire. Sanitation Commissioner Eric Miller reported that sewer construction is progressing. The meeting adjourned at 7:16 p.m.
