Police report: robberies, arrests and stepped-up electric-bike enforcement

The council heard a monthly public-safety update from the police department, which summarized several February incidents including an armed robbery at a cannabis facility, a vehicle pursuit that resulted in a rollover, arrests of multiple occupants and juvenile involvement in some cases. Staff said regional agency coordination (including CHP and neighboring jurisdictions) supported searches and arrest efforts.

Police also reported an increase in gang-related graffiti in parts of the city and described routine sharing of information with neighboring jurisdictions. Staff advised residents to report suspicious activity and recommended common-sense precautions such as locking vehicles and installing quality security cameras.

On the subject of electric bicycles, staff said the city will undertake a public-education campaign to explain which e-bikes are permitted on public roads, remind riders about helmet and age rules, and roll out targeted enforcement units over time — initially emphasizing education and warnings before escalating to citations. Councilmembers asked for clarity on what enforcement units would look like and staff said special enforcement units would be used alongside education.

During public comment, resident Rogelio Delgado thanked officers for responding to a late-night highway incident involving his sister and raised concerns about towing availability for disabled vehicles late at night; he praised the officers who protected the scene while awaiting a tow.

What’s next: police will continue public-outreach and targeted enforcement on e-bike safety and code compliance; residents were urged to call 911 for emergencies and a local nonemergency number for other concerns.
