Council accepts annual housing progress report; staff outlines ADU activity, affordability programs

City planning staff presented Carpinteria’s annual housing element progress report and the council voted to accept and file the report for submittal to state agencies.

The report, staff said, summarizes the city’s permitting and program activity for the reporting cycle, including accessory dwelling unit (ADU) permits, certificates of occupancy issued and a set of 18 programs the city uses to meet housing goals. Staff told the council that HCD had certified the city’s housing actions earlier in the cycle and that the report reflects progress toward state-required objectives.

Planner Cindy Sale told the council that the city issued multiple ADU permits and several certificates of occupancy in the year, and that program efforts included rental-mediation referrals, support for affordable housing projects and work on zoning and density concessions intended to encourage affordable units. The council’s acceptance of the report directs staff to file the document with state agencies by the state deadline.

Why it matters: filing the annual progress report is a compliance requirement; HCD uses these reports to track jurisdictions’ progress toward housing element goals and to determine whether additional state actions or remedies may be warranted. The staff presentation noted that some targets remain challenging in a small jurisdiction and emphasized the need for subsidies or external funding to increase production of very low-income units.

What’s next: staff will post the report and submit it to the appropriate state agencies; the council signaled continued attention to facilitating projects that contribute toward the city’s RHNA numbers.
