Commission selects Barge and EMC as engineers for sewer and SEID grants; approves RVRC zoning contract

The commission voted to approve two engineering firms to support pending grant applications and project development. On Jan. 6 commissioners approved a motion to select Barge Design as engineer for the sewer grant and to select EMC Engineering as engineer for the SCRC SEID 2025 project; both motions were seconded and carried unanimously.
Commissioners also approved a planning-and-zoning technical-assistance contract with the River Valley Regional Commission for a $6,000 annual fee to support zoning-ordinance interpretation, map maintenance and attendance at meetings through June 30, 2026.
Documentation supplied to the commission compared proposals. Notes in the evaluation materials show Moon Meeks & Associates charges a $6,000 preliminary engineering report fee and bills engineering at 17% of construction costs; EMC’s materials indicate a 9% engineering fee and no preliminary-engineering charge. Those comparative figures were recorded in evaluation notes and used to help the local evaluation committee recommend firms during the Jan. 6 packet review.
The River Valley Regional Commission recommended formation of a local review committee (three members typical) to complete scoring and present a spokesperson to move the selection during a meeting; the county followed that procedure in selecting engineers.
Next steps: selected firms will assist the county with grant application work and preliminary engineering. The RVRC contract will continue through June 30, 2026, with automatic renewal unless notice of nonrenewal is provided at least 30 days prior to term expiration.
