Committee advances electric load forecasting oversight bill

The Senate Energy, Industry and Mining Committee voted to adopt a strike-and-insert amendment to the engrossed committee substitute for House Bill 44 81 and reported the bill to the full Senate with a recommendation that it pass as amended.
Committee counsel explained the measure as the Electric Load Forecast Accountability Act, intended to improve transparency and accuracy in electric load forecasting within PJM and neighboring jurisdictions. Counsel said the bill would require the Public Service Commission to review and validate forecasts submitted by utilities and other companies, coordinate with PJM and other state utility commissions to avoid double counting of large new loads, and investigate the methodologies, data and assumptions underpinning forecasts. Counsel said the PSC would be required to publish an annual report by Dec. 31 on implementation progress and that the act includes a sunset date of Dec. 31, 2035. Counsel also said the PSC must maintain confidentiality for certain contract and agreement information that affects forecasts.
After counsel’s explanation the committee adopted the proposed amendment by voice vote and reported the engrossed committee substitute to the full Senate with a recommendation that it do pass as amended. The transcript records voice votes and the chair announcing the ayes carried.
The counsel noted the committee scribe’s strike-and-insert also incorporated provisions of Senate Bill 420 that the body previously passed. The committee took no further public testimony under this agenda item.
