Bernards Township Planning Board approves minutes, authorizes closed session on personnel and defers Fellowship Village parking report

BERNARDS TOWNSHIP (Basking Ridge), N.J. — The Bernards Township Planning Board on Dec. 2, 2025 approved minutes from its Oct. 21 regular and executive sessions, authorized a closed session to discuss board personnel under the Open Public Meetings Act, and agreed to carry Fellowship Village’s annual parking report to Jan. 20, 2026.
Chairwoman Mastrangelo opened the meeting and read the board’s required Open Public Meetings Act notice. The board voted to excuse the previously announced absences of Mr. Eorio and Ms. Smith, then approved the Oct. 21, 2025 regular-session minutes (motion recorded as moved by Mr. Cuzzo; seconded by Miss Mandu) and the executive-session minutes from that date.
Fellowship Village representatives told the board they had not yet had a sold-out event necessary to produce a reliable annual parking tally and requested the item be carried to the board’s Jan. 20, 2026 meeting. Mr. Crane moved to carry the parking-report item to Jan. 20, and Mr. Tancredi seconded; the board approved the carry.
The board also considered and approved a resolution authorizing a closed session under NJSA 10:4-12 for discussion of board personnel and attorney-client privileged advice. The chair read the resolution language explaining the board’s belief that those discussions should be conducted in private because they involve privileged legal advice. A motion to enter closed session was made and the board recessed for an executive session; after returning to public session the board moved to proceed as authorized in executive session.
During routine business the board voted to cancel the Dec. 16 and Jan. 6 meetings because of a lack of business. Staff also announced a board appreciation dinner scheduled for Dec. 11 at the Liberty Corner Firehouse.
Several members offered farewell remarks and thanks to colleagues and staff; the chair praised the mix of citizen expertise on the board and said, “I have full faith in this board.” The meeting adjourned after the evening’s business.
