The Delaware House on March 26 passed House substitute 1 for House Bill 200, a public health measure requiring many health plans in the state to cover two medications used to prevent HIV infection: PrEP (pre-exposure prophylaxis) and PEP (post-exposure prophylaxis).
Representative Chukwuocha, presenting the bill, said the change mandates coverage by blanket and group health plans, the state employee health plan and Medicaid to remove insurance barriers that delay access. The bill sponsor said that when taken as prescribed, PrEP and PEP have dramatically reduced the risk of HIV transmission and framed the measure as a prevention-focused public-health intervention.
The bill sets an implementation date of Dec. 31, 2027 to give insurers time to incorporate coverage into rate filings. The Delaware Department of Insurance was noted as supporting the bill and available to answer questions.
After brief discussion and a roll-call vote, the House declared that it had received the constitutional majority and passed the bill as amended.
