Johnson told the CAC that the program requires that, when an activity generates program income, those dollars carry the same federal requirements as newly awarded HUD funds. She explained the typical spending order: program income first, then prior‑year funds, then current‑year entitlement, and noted that HUD also expects jurisdictions to meet timeliness standards so funds are moving each year.
