Under the agreement the district would receive a list of the town’s customers and contact residents directly about changes and any disputes.
Key terms discussed included a 50‑year term, eliminating some historic annual flat payments and replacing the town’s $0.98 monthly administrative flat fee with a 4.5% collection fee on total collections. Council asked whether that change would increase or decrease revenue to the town; staff said it would simplify accounting and, in many cases, likely increase net receipts because postage and administrative costs have risen.
Council member (speaker 7) moved to accept the collection agreement as a resolution (2026‑3‑11‑1) with an effective date of 05/01/2026; the motion was seconded, moved to roll‑call, and passed unanimously.
