Council awards Riverville culinary water project to local bidder after packet concerns

Paul, speaking for the engineering/state review, said the recommendation was based on responsiveness: "Rollins submitted a completed package" and the attachment G qualification materials (key personnel, past projects and financial statements) helped the engineer verify a firm’s ability to complete the job. Council members pressed why the lower local bidder, Larry Rose Construction (apparent low bidder), was not recommended; a representative for Larry Rose (Lorraine) said they believed the required bonding/ownership/financial form had been submitted to the bond company even though it did not appear in the packet.
After discussion about fairness to all eight bidders and what constitutes a complete bid packet, Council member (speaker 4) moved to forward the award to Larry Rose Construction; the motion was seconded and passed. The engineer’s recommended bid for Rollins was read in open session as $248,568.75; council cited local preference and the completeness dispute in supporting the local award.
Council directed staff to finalize award paperwork and to ensure post‑award oversight on contract compliance and schedule.
