Council approves several ordinances, summer event permits and cemetery-board reappointment

The city council approved a package of routine items, including two traffic and utility ordinances, authorization for an amended intergovernmental agreement, permits for two summer events, and the reappointment of a cemetery board member.

The council voted to advance Ordinance No. 1932 — described by a staff member as a minor revision to an interconnection agreement with Illinois American Water that followed in-house counsel review — after the item was presented by staff. “This is basically amending the ordinance that was passed in November,” said the staff member, noting the changes were largely rewordings requested by the company’s legal reviewer.

The council also considered Ordinance No. 1933 to amend traffic schedules for stop and through intersections affecting subdivisions (including Remington Ridge). A committee member told the council the planning committee had given a unanimous recommendation for approval.

The meeting included a vote to adopt Resolution No. 26-06, authorizing an amended intergovernmental agreement related to the Monroe Randolph County enterprise sale; council discussion described the changes as minor boundary adjustments and referenced prior committee consideration.

Council members approved administrative items including Warrant No. 66Of0 and an exterior building-materials package for a proposed building off Gull Road following a planning recommendation. The council approved final plats connected to Trail Ridge and Remington Ridge after the planning committee reported its unanimous approvals.

The council cleared two special-event permit applications: a Pride Music Festival and related car show scheduled for June 13, 2026 (11:00 a.m.–11:59 p.m.) with planned street closures on Main Street and sections of 3rd and Middle streets, and the Monroe County Arts Alliance’s “Chocolate Lot” event, a one-day market scheduled Saturday in 2026 from 8:00 a.m.–5:00 p.m. across Middle Street between Market and Lane. The council approved both permits by motion.

In appointments, the council reappointed Jean Young to the Warwood Cemetery Board for a three-year term; the motion was seconded and approved by roll call.

No contentious debate or substantive amendments were recorded on the ordinances and permits; multiple items were reported to have unanimous committee support. The meeting moved on to miscellaneous business, where members raised operational questions (for example, a public-works timeline for a temporary power repair of about 21 days, weather permitting) and thanked volunteers who maintain local cemeteries.

The council adjourned routine business after these approvals; no additional hearings or votes on the listed items were deferred to a later date.
