Resident calls for independent probe into commissioner; public commenters raise safety and spending concerns

Several residents used the public-comment period to press the City Council on safety, parking enforcement, and conduct by a city commissioner.

Abril Villanueva told the council she had submitted materials to the city attorney and called for "a full and independent investigation" into actions taken by Bishop J. L. Guillory, saying his conduct "undermines public confidence" and citing City Charter Article 12 §1101.

"He has threatened Latino and undocumented communities with immigration czar," Villanueva said, and alleged he declared a state of emergency without proper authorization and briefly quit and reinstated himself to a commission. She urged the council to pursue corrective action under the charter.

Bishop Guillory, who earlier had spoken in support of the Emergency Operations Plan, did not offer a formal response to Villanueva’s accusations during the public-comment period recorded in the transcript.

Other commenters urged action on parking and accessibility: Diane Rogers described a disabled neighbor repeatedly blocked from her driveway and asked staff to evaluate a dedicated handicap space and signage; another resident praised recent street repairs and asked for more lighting and sidewalks where seniors walk. Missy questioned city spending on some nonprofits and asked for transparency about a $106,000 payment to a local nonprofit.

The council did not take immediate formal action on the investigation request during the meeting; the city clerk recorded public comments and the meeting proceeded to the consent and regular agenda items.
