Summary
At a hybrid meeting on March 23, the Old Kings Highway Committee approved four Certificates of Appropriateness covering an 18-panel solar array, a room addition with a relocated window, exterior remodeling and siding/windows/deck work; the committee noted a 10-day appeal period for decisions.
The Old Kings Highway Committee of the Town of Yarmouth approved four Certificates of Appropriateness during its March 23, 2026, hybrid meeting at Yarmouth Town Hall.
Chair opened the meeting at 7:15 p.m. and reviewed the committee’s role and a 10‑calendar‑day appeal period for decisions filed with the town clerk. All four applications were approved by voice vote after brief presentations and questions from committee members.
The committee granted application 26‑A‑026 to install an 18‑panel, south‑facing rooftop solar array at 160 Summer Street, owner Peter Eastman. “It is a south facing rear roof install of a 7.38 kilowatt system,” said Mikaela, a representative of Trinity Solar LLC, adding that the installation is not visible from Route 6A. Committee members described the location as secluded and moved to approve the COA without conditions.
On application 26‑A‑027, George Davis of George Davis Inc. presented plans to reconstruct a room addition and relocate a second‑floor window at 162 Thatcher Shore Road for owners Bradford and Patricia Clark. Davis said the house footprint will remain the same but the roof/wall heights will increase, which requires moving the window. Committee members confirmed the work will not be visible from Thatcher Shore Road and voted to approve the COA.
Application 26‑A‑028 for 9 Brave Farm Road North (owners Therese and Jeffrey Goretti, agent Jean Bowden of Capizzi Home Improvement) proposed replacing cedar clapboard panels, installing panel shutters, updating trim and repainting the front elevation. Bowden said the homeowners chose a muted beige and plan to replace the red cedar clapboard on the front elevation with clapboard to be painted to match; the application includes 6‑over‑1 window configurations and panel shutters. Committee members asked about shutter mounting and existing grill configurations; after discussion the committee approved the COA.
The committee also approved application 26‑A‑029 for 16 Eider Street (owners Mark and Diana Mulak; agent Dana Pickup, Carefree Homes). Pickup described replacing remaining brown‑clad Andersen casement windows with white‑finished windows, installing PVC trim, replacing porch railings, and using gray Azek (PVC) decking and Hardie siding in historically sympathetic colors. Pickup noted she used an AI rendering as an illustrative example for the railings. During the item, homeowner Mark Bielak raised a question about existing ground‑level railroad‑tie steps that are being replaced with granite steps and pavers; committee members said ground‑level hardscaping sometimes does not require a COA and did not require a separate application for those steps.
All actions were taken by motion and voice vote; the committee did not record individual roll‑call votes in the transcript. Chair reminded applicants of the 10‑day appeal period and said signed forms should be returned to staff in case of changes. The committee approved the minutes of its March 9 meeting as amended, set the next meeting for April 13, 2026, and adjourned.
