Pierce County approves condemnation authorization for Lackey Road roundabout (CRP 57-69) with unanimous vote

The Pierce County Council unanimously adopted Ordinance O2025-566 on Jan. 20, authorizing the prosecuting attorney to commence condemnation proceedings after a minimum 180‑day negotiation period for County Road Project 57‑69 (intersection improvements at Key Peninsula Highway, Lackey Road and Jackson Lake Road), a project that would replace the existing intersection with a roundabout and add pedestrian and stormwater upgrades.
County staff said exhibit materials list the parcels needed and that three of the four originally identified parcels have already settled; only one parcel remained in active negotiations at the time of the meeting. Staff reported the project carries a biennial budget allocation of $3,800,000 for the current funding cycle.
"We have settled and closed on three of the four [parcels]," county engineer Leticia Neal said, adding that the remaining parcel is subject to active negotiations and that the acquisition in question is a strip take well away from any residence or structures. "This may just be an exercise for council that hopefully we will not have to utilize," she said.
Councilmember Denson moved the amendment to replace Exhibit B with an expanded affidavit of publication (similar to the prior item), which the council adopted. After public comment and discussion, the clerk called the roll and the ordinance passed by a vote of 7–0.
Councilmembers said they appreciated property owners who engaged constructively and emphasized safety benefits at a location previously identified in evacuation and safety studies. Staff said the project is programmed in the adopted Transportation Improvement Plan for 2027 but could begin sooner if property rights and permits are secured.
Next steps: staff will continue negotiations with the remaining property owner, complete required notices and, if it becomes necessary, the prosecuting attorney may seek a judicial determination of public use and compensation.
