The Milledgeville City Council on Feb. 10 tabled a special-use application that would permit a used-car sales lot at 195 Robertson Mill Road, citing uncertainty about the ownership and dedication status of a driveway that would serve as the lot’s access point.
Adam Shields, who identified himself as a real-estate agent representing the property owners, said the prospective purchaser is interested in operating a used-car business at the site. "My name is Adam Shields," he told the council when asked to identify himself for the record. Prospective operator Ashley Spires, who said she has run a lot in Milledgeville for about 18 years, described typical inventory as "12 to 15 cars" most of the year and up to "35 to 40" seasonally.
Council members pressed several questions about ingress and egress from Robertson Mill Road and whether the small drive used by adjacent businesses is a city-owned street or privately held. One council member said the city has encountered similar parcels where a named street was never deeded to the city. Counsel (Jordan) advised there would "not be any liability per se for the city," but recommended staff review title and ownership. The zoning administrator confirmed the planning commission had previously approved reduced setback allotments and noted the applicant had reported an expected maximum of about 40 cars on site.
After discussion, Councilmember [moved and seconded] a motion to table the ordinance to the next meeting to allow staff to clarify ownership and access issues. The motion passed unanimously. The applicant indicated willingness to wait for the additional information.
Next steps: City staff and counsel will investigate deed/title records and the ownership/dedication status of the driveway and return findings to the council prior to further action on Ordinance O-2512-20.
