Trustees debate 40% threshold in first reading of youth behavioral health training policy

During a first reading of a new board policy and administrative regulation on youth behavioral health, trustees and staff discussed how to reflect the statutory training requirements and whether the policy should present the 40% figure for classified employees as a minimum or as a target to exceed.

Legal and instructional staff cited the relevant Education Code and the model referral protocols that structure training around five components (needs assessment, capacity building, planning, implementation and evaluation). One presenter recommended citing Education Code 49428.2 directly in the policy language and described the more advanced training that the state envisions for staff who will implement the referral protocols.

Several trustees expressed concern that the policy’s present wording could be read as settling for only 40% coverage year after year. One trustee proposed language changes to clarify the 40% as a minimum ("at least 40%") and to add AR language that prioritizes reaching 100% through annual mandated training and strategic scheduling. Another trustee recommended aligning the administrative regulation to capture implementation goals while leaving the policy aligned to the statute.

Board members agreed the item should return for a second reading with revised language and specific citations to the Ed. Code. Staff said the district will refine the BP/AR wording to clarify expectations, cite the statute, and describe how training will be monitored and prioritized for staff in direct student contact.

Next steps: revise BP/AR language to cite Ed. Code 49428.2, clarify that 40% is a minimum for a specialized referral‑protocol training track, and include AR language that documents the district’s intent to prioritize broader training coverage.
