Council approves interlocal agreement letting Amarillo ISD activate AmTech digital displays

The Amarillo City Council approved an interlocal agreement with Amarillo Independent School District on Thursday that will let AmTech’s existing digital displays be activated within a measured 275‑square‑foot area, Deputy Manager Andrew Freeman and AISD Superintendent Deidra Parish said.
Freeman explained the existing digital display frames make total measured sign area larger than the active screen; the proposed agreement discounts the non‑active black border so the district can enable the digital panels within the permitted 275‑square‑foot allowance. Parish told the council the displays will showcase AmTech’s 26 career pathways and partnerships with local employers such as Pantex and Bell Helicopter and help attract businesses that are recruiting skilled workers.
Council members raised questions about safety and residential impacts; Parish said the district can control image timing and brightness and would use fixed images rather than active video to limit distractions. Staff and AISD agreed to consider timing and lighting restrictions to reduce driver distraction and neighborhood impacts.
Councilmember (S10) moved to adopt the interlocal as written; council approved the motion on an oral vote. Staff said the change will help the district publicize educational pathways and workforce programs at AmTech without changing underlying sign code through a formal variance-like approach embodied in the interlocal agreement.
