Council moves HUD CDBG/HOME FY2026–27 action plan to consent after staff detail allocations

Community Development staff said the city expected an estimated CDBG allocation of $367,658 (for Urbana-only activities) and HOME funds of $642,999.25 for the consortium area (Urbana, Champaign and unincorporated Champaign County). "We received our actual allocations this morning," staff said, and adjusted the draft project budgets to reflect the updated amounts.
Staff explained the plan’s budget categories: neighborhood stabilization (property acquisition and code enforcement), housing and support services (emergency rental assistance and homeless prevention), housing rehabilitation programs, CHDO developer support, and tenant-based rental assistance. Staff said some previously committed rollover funds remain earmarked for infrastructure and economic development projects and that the plan sticks closely to the council-approved five-year consolidated plan goals.
Council unanimously moved the annual action plan resolution to the consent agenda. Councilmembers asked staff to provide target-area maps and additional details about rollover commitments and administrative costs. Staff said the target-area layer is available on the county GIS site and that staff would provide maps and further spending details.
The council did not alter the plan text at the meeting; the action plan was placed on the consent agenda for formal adoption with other consent items.
