Rialto Unified audit returns clean opinion but flags child nutrition compliance; board approves interim report

Auditors from Ivy Bailey LLP presented the Rialto Unified School District's fiscal year 2024-25 annual audited financial report on March 11, giving the district an unmodified (clean) opinion on the financial statements while noting a qualification on the child nutrition cluster and a material weakness in internal control.
Shiloh Gurospe, presenting for the audit firm, told the board the firm issued an "unmodified opinion," the highest level of assurance auditors give, and that the report includes three additional reports: internal control over financial reporting, federal program compliance and state compliance. Gurospe said the child nutrition cluster received a qualification and that management included corrective-action responses in the report for auditors and will be reexamined in next year's audit.
"We do have a control deficiency that we had classified as a material weakness," Gurospe said, noting management's written corrective actions appear in the report pages referenced and that auditors will test implementation in the next audit period.
Board member Dr. Lewis asked whether the corrective action had been reviewed by the audit firm; Gurospe replied the firm does not audit corrective action but will verify implementation next year.
Separately, the board voted to approve the district's Second Interim Financial Report for fiscal year 2025-26, certifying the district will meet its obligations in the current and subsequent two fiscal years only "if planned reductions are implemented." The motion to approve the interim report was moved and seconded and adopted by roll call.
The audit presentation also included the audit of Measure A and Measure Y bond funds, both of which received unmodified opinions for their financial statements; the auditor highlighted the large sample sizes tested in the bond performance audits.
The board did not take additional action on the audit beyond accepting the report and approving the interim certification; management responses and corrective-action language are included in the published audit document.
