Board approves Air Force JROTC memorandum of agreement after cadet presentation

Washington High School’s Air Force Junior Reserve Officer Training Corps showcased its rebuilding and growth to the Franklin Pierce School District board on March 18, and the board approved a memorandum of agreement to formally establish the program.
Cadets described steady enrollment gains since the program’s 2022 reestablishment, a roster of competitive teams — including drill, color guard, marksmanship and fitness — and community-service goals tied to Air Force inspection standards. “We currently have approximately 87 cadets,” one presenter said, describing leadership teams, competitions and recent regional placements. Cadet Tristan Dovo, who said he is the squadron’s officer in charge of public affairs, summarized program goals for academic achievement, uniform standards and community service hours, noting recent inspection preparation and field trips.
During a question-and-answer period board members asked about marksmanship safety and the program’s recruitment pipeline. Presenters said marksmanship practice occurs in a secured cafeteria area, limited to cadets participating in the team and to instructors, and runs after school (about 2:15–4:30 p.m.). The board also asked whether the MOU includes oversight provisions; staff said the current document adds language to ensure instructor accountability and program oversight consistent with other district agreements.
Following the presentation a board member moved to approve the memorandum of agreement between the district and the Department of the Air Force to establish and operate the JROTC unit; the motion was seconded and approved by voice vote. Board members discussed whether the MOU has a five-year term and asked staff to confirm the effective length and oversight details.
The board’s approval clears the way for the program to continue using district facilities and pursuing regional and national competitions; staff said they will provide additional operational details to the board about MOU duration and supervision at a follow-up time.
The MOU was approved during the March 18 meeting; the district will provide the final MOU timeline and oversight details in a subsequent update to the board.
