Council accepts $3 million Ocean Beach Library donation; consent agenda passes including contract amendment for vehicle rentals

The San Diego City Council unanimously approved its consent agenda on March 11, including acceptance of a $3,000,000 donation for the Ocean Beach Library expansion and an amendment to a cooperative agreement with HURC Rentals that adds $9,000,000 to the contract to expand rental capacity for vehicles and equipment.

Council Member Campbell introduced the Ocean Beach Library donation (item 102), thanked the donor family and library partners and noted the Ocean Beach branch — built in 1928 — will retain historical architectural features as it is expanded. Mr. Shinnock, representing the Schinnock family, thanked council members and cited state and federal funding partners who helped make the project feasible.

Council Member Von Wilpert asked staff about consent item S503, the seventh amendment to the cooperative agreement with HURC Rentals. Staff explained the sixth amendment had extended the contract through Oct. 31, 2025, but a high burn rate required additional capacity now. "We added additional funding to the contract... the burn rate went very quickly, so we needed to adapt to that and that's why we're asking for an additional $9,000,000," staff said. Staff noted the rentals cover a range of vehicles and equipment to sustain operations while procurement of new vehicles is delayed by approximately 18 months.

The clerk recorded a unanimous roll call on the consent agenda and retained public comment records for each consent item. The action advances the library expansion and secures operational capacity for city services through the amended rentals contract.
