Board refers proposed East River kayak launch to engineering for cost and viability review

Parks and recreation advisers presented a proposal for a kayak launch and parking to increase public access to a stretch of the East River and a nearby wildlife‑viewing area.
"It also provides access to that East River new habitat area just upstream from the proposed location at Wildlife Viewing," said Joe Killian of the Parks and Recreation advisory group as he described the proposed launch and parking configuration.
Killian said the project was part of the earlier Scenic Woods plan, that it would require coordination with the Army Corps of Engineers and the Erie County Highway Department for drainage and right‑of‑way issues, and that the town could seek grant funding (the presentation mentioned a Greenway/GreenLake grant) to offset construction costs.
Council member (speaker 2) moved to refer the project to the engineering department for a viability and cost review; the motion was seconded and the board approved the referral. The board asked engineering to prepare a scope of work and, if advisable, to help staff identify grant opportunities for construction and parking improvements.
Next steps: engineering will be asked to return with cost estimates and feasibility, and grant writers will be engaged if the project is deemed viable.
