Summary
The board approved right-of-way easements for a CR 116/CR 105 roundabout, an FAA-required independent fee evaluation for an airport hangar expansion, a joint combined-elections agreement with the Sioux Falls School District, and several budgeted cash transfers.
On April 7 the Lincoln County Board of Commissioners approved multiple administrative and infrastructure items by roll call.
Right-of-way and temporary easement agreements: County Highway Superintendent Jerry Floyd presented four property agreements needed for a single-lane roundabout at CR 116 and CR 105. Commissioners approved authorization for the chair to execute the right-of-way acquisitions and temporary easements; the project will require full intersection closure during construction and will include a bypass turn lane for northbound traffic to merge back onto CR 116.
Mead & Hunt independent fee evaluation: The commission approved contracting with Mead & Hunt for an FAA-required independent fee evaluation to review Helms & Associates’ engineering fees for a south 20-acre hangar-area expansion. County staff noted the evaluation is an FAA requirement and that the work is 100% reimbursable through FAA grants.
Combined elections agreement and cash transfers: The board authorized a joint agreement to hold combined elections with the Sioux Falls School District and approved budgeted cash transfers to several funds (911 communications, emergency and disaster, 24/7 sobriety program) plus an internal transfer from debt service to the Justice Center fund to offset future obligations.
Votes and next steps: These agenda items passed by roll call; staff will execute documents and proceed with engineering and grant reimbursement procedures as appropriate.
