Veterans memorial design wins praise but commissioners decline immediate construction authorization

Stockwell Engineering presented a landscape design for a Lincoln County Veterans Memorial at the new justice center site on April 7, describing branch monuments, engraved donor pavers, seating and plantings. David Locke, a landscape architect with Stockwell, walked commissioners through the plan and materials recommended for winter and summer conditions.

An organizer involved with the memorial said the full concept would cost no more than $285,000 to construct and reported roughly $51,000 in pledges from donors. Commissioners sought lower-cost alternatives and a menu of options so policymakers could weigh scope versus cost. Stockwell said it could produce reduced-scope options (for example, phasing benches or eliminating colored concrete), and commissioners asked staff to circulate trimmed options for further review.

A motion to authorize the chair to enter a construction agreement subject to final review by the state's attorney — not to exceed $285,000 — failed for lack of a second. Commissioners noted broad support for honoring veterans but expressed concern about rushing into a large expenditure without more options and confirmed the county would supply the land while organizers would lead fundraising efforts.

Next steps: staff and the designer agreed to produce reduced-cost options and provide additional cost breakdowns and schedule details for future consideration.
