Director Ayoub and the petitioner, Lester Choucair, described design changes made after an earlier council denial for a different proposal on the parcel (a three‑story storage building). Council members said the reduced height, added landscaping and a dedicated outdoor seating area for assisted‑living residents addressed many earlier concerns; the Planning Commission recommended approval subject to a single condition for the outdoor seating area to be shown on final permit plans. Council members thanked the petitioner for returning with a revised plan and voted to approve.
