Franklin council appoints David Freeman as city manager after tense selection process

The Franklin City Council on Feb. 23 voted to appoint David Freeman as the city's next city manager after several members praised his decades of municipal experience and one councilor criticized aspects of the hiring process.

Council members said Freeman's experience was decisive. "By far, Mr. Freeman had the most experience," a council member said, noting the candidate's long career in municipal government and leadership roles. Another councilor said the candidate's 35 years of experience would be an asset for Franklin.

At the meeting a councilor who described frustration with parts of the process nevertheless pledged support: "Although I disagree with the process, David, if you get the nod tonight, I will support you a 100%." That member said he had taken steps earlier to distance himself from the selection interviews but confirmed he would back the council's choice.

Freeman addressed the council after the vote, saying he appreciated the trust and pledged to "work very, very hard to move forward the city's priorities, the council's priorities." He added he looked forward to collaborating with staff and council.

The appointment followed a public motion to accept and sign the deployment agreement authorizing Freeman's selection and contract. Council members moved, seconded and called the question; the motion carried and the council agreed to complete contract formalities following the meeting.

Next steps the council noted included finalizing paperwork and an opportunity for the new manager to meet staff and attend future public events. The council held brief remarks of welcome and invited Freeman to take an official photo with members after the meeting.
