Finney County adopts policy to round cash transactions when pennies unavailable

County Treasurer Trista Joyce presented Resolution 11‑2026, explaining that the U.S. Mint ceased production of pennies for general circulation in November 2025 and that local banks may not have sufficient pennies for exact change. Joyce said the resolution would allow county staff to round cash transactions up to the next available denomination when exact pennies are not available; any difference would be deposited to the general fund and notices would be posted in affected offices.
During discussion, one commissioner (speaker 2) said the county should “do things right to the penny” and voiced opposition to the policy; the board nevertheless adopted the resolution by voice vote with that commissioner recorded as opposed.
Why it matters: The resolution formalizes a temporary operational change in response to coin shortages and sets the administrative practice for cash handling at county offices until coin supply normalizes or state/federal guidance changes.
