A staff member presented the city’s draft Capital Improvement Plan (CIP), describing it as a planning snapshot to help public works and finance staff review future projects and inform long-term financial planning and water rates.
The staff member said the CIP incorporates the water-system planning and hydraulic model released earlier this year and the capital asset management plan. “The CIP lists a 10-year window for projects, and a longer 10–20 year column for more distant items,” the staff member said, adding that specific years will be updated as development occurs.
Council member S3 asked what the city gains from building water-main loops. In response, the staff member listed three central benefits: improved water quality by avoiding dead-end lines that don’t flush well; redundancy so a break can be isolated while service is maintained from another direction; and better fire-flow pressure where loops cover broader areas. The staff member cited a recent South Forest neighborhood project and potential western Timberwood-area loops as examples.
The presentation emphasized that the CIP is a planning tool, not a fixed schedule: staff will estimate costs and update the draft CIP as development and design work progress. No formal action or vote was taken on the CIP during the meeting.
Next steps: staff will use the cost estimates and the hydraulic model to refine project timing and rate implications for future council consideration.
