Preliminary plan for commercial parcel on Old Hwy 91 advances; traffic, lighting and water needs flagged

Richard Hatfield and Joe Humphrey outlined a preliminary plan for a commercial development on a parcel approximately at 600 S Old Hwy 91 during the March 4 Mona City Planning & Zoning meeting. Hatfield said the property will remain a single parcel and that Humphrey intends to own the buildings and lease professional office space.

Commissioner Frank Riding asked whether the development had been reviewed by the city’s Development Review Committee; Henrie said the applicant chose not to submit to DRC and proceeded directly to Planning & Zoning. Commissioners raised traffic and safety questions, including whether a turn lane from Old Hwy 91 would be needed and concerns about roadside parking. Hatfield said some road widening and asphalt work was planned but he could not provide curb‑and‑gutter specifics; he also said that any required parking‑lot lighting would be downward‑directed.

Secretary Lori Henrie advised the commission that culinary water needs depend on the final uses of each building and noted that, if the applicant wanted to dedicate water only for a first phase, City Council would have to approve that approach. Chair Gardner suggested verifying how much water Humphrey currently holds and addressing traffic and water questions so the commission could schedule a public hearing and solicit public comment at the next meeting.
