Amy Stevenson, representing property owner Colby Stevenson, asked Mona City Planning & Zoning on March 4 to review a concept plan for a proposed 12‑lot major subdivision east of the Stevensons' existing home at 461 S 300 E. Planning Chair Dennis Gardner and staff said the plan can proceed with an application but warned of two principal constraints: irrigation (secondary) water availability and utility sizing.
Commissioner Kevin Young and Water & Roads Operator Chad Phillips told the commission a 6‑inch culinary water main runs between the Stevensons' property and the neighbor; Phillips said that line would need to be upgraded to an 8‑inch main to serve the proposed development. Chair Gardner and staff emphasized that securing irrigation shares is the larger obstacle because the subdivision area currently lacks secondary water service.
Chair Gardner advised the applicant to file a formal major‑subdivision application that includes a plan to loop culinary utilities, specify proposed road alignment (to tie into the existing grid), and document irrigation and culinary water shares. Secretary Lori Henrie said she will forward the major‑subdivision application to Mrs. Stevenson and recommended the application include evidence that the required water shares can be obtained before the city advances the proposal to public hearing.
No formal action was taken; the commission provided feedback and outlined next steps for a formal application and utility engineering.
