District staff updated the board on Measure C implementation, noting voters passed the bond in November and the district is beginning master planning for three elementary-school rebuilds.
Staff explained the mechanics of bond issuance: the district cannot access the full authorized amount at once and will phase cash flow based on assessed property value. "So at this point in time, we're looking to secure $80,000,000 this spring, and then every 2 years get the following money," a staff speaker said. The board was told the master-plan order is Rosedale first, then Chapman, then Parkview, and that staff are using a single architect to reduce fees while sequencing construction to match available funds.
Board members expressed concern about near-term needs such as restroom repairs at schools that will be rebuilt later. Staff said they are scoping "lighter-touch" interim restroom upgrades for sites that will later be fully rebuilt so that money is not wasted ahead of demolition and reconstruction. Staff said further phasing details and restroom scope will be brought back to the board.
