Oswego board approves 52‑unit Jade Estates PUD despite one trustee issent

The Village of Oswego board voted April 7 to approve an ordinance granting a special use for a preliminary and final planned unit development (PUD) and subdivision plat for the Jade Estates development, a 52‑unit residential project referenced in the village's earlier annexation agreements.

Staff summarized the project's history, noting the village approved annexation and rezoning last year and that the Planning and Zoning Commission held a public hearing on Sept. 4, 2025 and recommended denial 8‑0; staff said the current engineered plan substantially conforms to the annexation agreement and therefore recommended approval.

Trustees asked questions about access points and traffic flow; one trustee raised concerns about density and absence of a park or onsite amenities. Staff and board members emphasized that the plan conforms to the approved annexation agreement, that the village has already committed to constructing a detention pond for Wolf's Crossing improvements and that federal grant funding and prior land donations had advanced related road work.

The board moved to approve the ordinance for preliminary and final PUD and subdivision plat. Roll call recorded multiple yes votes and one no from Trustee McCarthy Lang; the motion carried.

The approval includes standard conditions that continued engineering and staff approvals be satisfied in final documents. The board did not adopt additional changes to the approved annexation agreement at the meeting; construction timing and permitting remain subject to developer scheduling and necessary agency approvals.
