LCAP midyear review: Chico Unified reports mixed test trends, persistent absenteeism; students call for more counselors and kindness initiatives

Tim (district data) reported midyear LCAP outcomes: English language arts and math indicators dipped compared with the prior year but remain comparable with peer districts; the California Science Test results place the district toward the top among similar districts. Graduation rates remain green but declined slightly, and chronic absenteeism remains higher than pre-COVID levels, though it has improved year over year.
Charisse (fiscal lead) presented the midyear financial snapshot: revised revenue increased by roughly $5 million since the original June budget, mainly because of new state and federal grants; midyear spending on LCAP goals is largely on track.
Staff also summarized student LCAP meetings at elementary, middle and high schools: students praised teacher availability, counselors and hands-on learning; recommendations included more midday supervision, more loaner Chromebooks/chargers and student-facing kindness campaigns. Middle- and high-school students asked for counselors to proactively check in on students with D or F grades; staff noted MTSS thresholds already exist but agreed to share student feedback with the MTSS team.
