Committee advances contracts, shelter expansions and sets Music Hall bond hearing

Contract details: The committee approved sending contract 6007707 (a lease revenue agreement for 127 Campbell with BNA Constructors USA through Dec. 31, 2026, for $28,800) to formal with a recommendation to approve. The committee also sent amendment 6004900-A4 (100% ARPA) to extend CHN Housing Partners' contract through June 30, 2026, and advanced two amendments to expand emergency shelter beds (one contract expanding 56 to 88 beds; another expanding 50 to 77 beds).
Music Hall financing: Representatives for the Detroit Economic Growth Corporation presented an amended and restated project plan for the Music Hall Expansion Project and said the financing plan changed since an earlier 2024 hearing. Becky Nathan, general counsel for the Detroit Economic Growth Corporation, told the committee the proposed bond issuance would be conduit bonds secured by Music Hall revenues and would not impose any obligation on the City of Detroit or the Economic Development Corporation. The committee voted to send the item to formal to set a public hearing and requested detailed presentations from Music Hall representatives at a future meeting.
Other actions and referrals: The committee moved several resolutions regarding state house bills, referred items 7.1–7.13 to the legislative policy division or appropriate departments for further review and scheduled multiple bring-backs (one- and two-week items). The committee also approved a DTE electric easement for part of the future Joe Louis Greenway and agreed to refer property-sale items for additional consideration.
