The City Council recessed shortly after the meeting was called because a quorum was not present, the clerk announced.
The chair explained the start time had been pushed to 10:15 to allow the legislative policy division additional time "to crunch additional numbers," and then instructed that "this meeting will stand in recess until 10:15." The clerk had called the roll before the recess.
During the roll call the clerk read the names of council members that were part of the attendance check, including Scott Vinson; Leticia Johnson; Denzel McCampbell; Renata Miller; Gabriela Santiago Romero; Mary Waters; Angela Whitfield Calloway; President Pro Tem Coleman Young; and Council President James Tate. The chair noted Member Renata Miller had sent a memo indicating she would not be present, citing a personal issue.
No motions or votes were taken before the recess. The meeting was paused and scheduled to resume at 10:15.
